Syracuse, N.Y. — It’s been a month since Gov. Andrew Cuomo allowed restaurants to resume serving food in their dining rooms.

Since phase four began, restaurants and bars can only operate at 50% capacity. And while people are starting to eat out again, many restaurants have seen fewer customers than before the reopening.
